Chongqing Will Implement "Intergrating Three Certificates into One"

   Form 1st October, 2015 Chongqing will carry out registration system reformation—integrating business license, the organization code certificate, and the certificate of taxation registration into one document” (hereinafter referred to as integrating three certificates into one), which means Industry and Commerce Department will approve and issue business licenses loaded uniform codes. 
    Yesterday, city Industrial and Commercial Bureau released the information that from 1st October Chongqing will implement “integrating three certificates into one”. By that time, entrepreneurs in our city to establish enterprise and farmers’ professional cooperative will be much more convenient. The time and cost spent in the application will be greatly reduced. 
    Previously, entrepreneurs need to submit material to Industry and Commerce, Quality Supervision and Tax Administration Departments respectively. Then each department encodes, approves and issues licenses. You have to submit 17 kinds of materials only in Industry and Commerce Department. What’s more, articles of incorporation, certificate of business place and other materials all need to resubmit. So applicants have to go to and from several departments. It cost at least 5 days even if you have all materials. After the implementation of “integrating three certificates into one”, enterprises only need to apply to Industry and Commerce Department, fill in a form and submit a set of application material. 
    What is the exact “integrating three certificates into one”?
This registration system means that enterprises respectively apply for business license issued by Industry and Commerce Department, organization code certificate issued by Quality Supervision Department and tax registration certificate issued by Tax Department at the time of registration. The application for three certificates is handled in one application. Industry and Commerce Department will approve and issue business license loaded uniform 18 digit social credit codes. There is one-to-one correspondence between business license and code. 
    At the same time, Industry and Commerce Department will unify the collection of relevant registration information and share the data on data exchange platform in real time to realize information sharing and application with quality supervision, tax and other departments. Enterprises ever needed to use organization code certificate and tax registration certificate for dealing with relevant affairs, for example seal engraving, opening bank accounts, purchasing invoice, handling social security, etc. Business license is enough to do these affairs instead of a pile of certificates.
   After the innovation, entrepreneurs’ market access is much more convenient. The time and cost spent on investments are greatly reduced.

    Time
   Form 1st October, our city will start to implement registration system reformation—integrating three certificates into one. 1st October, 2015 to 31st December, 2017 is the transitional period of renewing license. During this period, original license remains in force. But after this period, you should uniformly use licenses which have unified codes.
    Target Object
    The objects are all kinds of enterprises registered in Chongqing and farmers’ professional cooperative. Individual business is not included in the innovation.

    Application, registration and changing licenses are free of charge.
