To Develop Plastic Additives Is the Only Road to Be Power in Plastics for China

Chinese apparent consumption of synthetic resin is the second largest in the world and China has become plastic country. However, plastic additive industry lags behind plastic products development. While the promotion of plastic products functions and additional value depends on synchronous development with plastic additive industry to a large extent. Therefore, accelerating the advance of domestic plastic additive industry is the route we must take to be power in plastics from plastic country. 
Problems of China Plastic Additives
① Lack of large-scale manufacturing enterprises and market competitiveness is comparatively weak. Now, except more than ten plasticizer enterprises and PVC processing agent enterprises whose production scale reaches more than ten thousand tons per year, there are only a handful of enterprises such as Guangdong Guangyang and Zibo auxiliary whose production scale achieves thousands of tons. A lot of antioxygen factories and fire retardant factories are still workshop production. Their products have same performance and low technological contents. Besides, the artisans’ quality is not high. What’s more, their craft and technical equipments cannot be compared with international advanced level. 
② Few auxiliary varieties and technologies have independent intellectual property rights. Government relevant departments and enterprises attach great importance to auxiliary domestication. Domestic auxiliaries such as the successful birth of antioxygen 1010 greatly improve the process of auxiliary domestication and restrain the prices of exporting the same kinds of auxiliaries. But these technologies are based on imitating or copying foreign expired patented technology, lack of innovation and difficult to form proprietary intellectual property rights. 
③ The advantage of low cost is no longer in existence for auxiliaries made in China. Those small enterprises or workshop enterprises with low management level, bad automaticity and beyond the reach of economy of scale have higher product comprehensive human cost than that of transnational enterprises with intensive management, process automation, large scale production and market globalization. 
④ Structure is unreasonable and the same kinds of auxiliaries are repeatedly produced. Competitively forcing prices down lead to cutthroat competition. 
We should face the problems above and speed up development. The advantages and development opportunities now are follows:
① we have the largest plastic additive consumer market, so needs will promote the development of related industries. 
② Although several decades development are mixed, industrial base has been established after all. To integrate and reuse available resources will put large scale, intensive and ordering domestic auxiliary production into reality. 
③ Our fine chemical engineering achievement has abundant reserve with fruitful research and development. If guided industry rightly, the innovation products will constantly emerge. 
④ with large influx of foreign capital, resources localization will be achieved step by step. 
⑤ State science and technology competent departments and relevant industries pay high attention to the status of auxiliary industry. 
As important measure, union will be the key to develop auxiliary industry. Facing tremendous market requirements and intense pressure of competition, enterprises must seriously consider development strategies in the future. Introducing foreign capital, bringing in foreign talents, purchasing foreign advanced technology and permitting participation in the form of share are all deserved to be paid great attention from domestic enterprises. Capital cooperation, market cooperation, conformity and merger of enterprises, combination involving production, teaching and research and even suspend operation are all the problems which cannot be neglected for current small domestic additive enterprises. Cooperation is to improve capital operation efficiency and gain more returns and larger market share instead of being equal to trading off and taking turns. 
In addition, constantly developing primitive innovative technology with Chinese resource and market features can push the self-development of domestic additive industry. In recent years, domestic colleges and universities and relevant enterprises have developed terres rares plastic additive which is a primitive technological achievement by making use of our rare earth resources which accounts for 85% of global reserves.
